i don’t think it lets you get paid apps free.
As far as i know you have to restore your Ipod to jailbreak your ipod the program "RedSn0w" i’ve heard has claims that you can do it without restoring it but its probably more complicated. I used QuickFreedom which worked wonders for me. I made a video on how to do it which I put on my youtube site. (Link below)
Basically jailbreaking your Ipod will install a new firmware onto it which will allow you to get third party apps.
