No that is not true. You will have to go into iTunes and completely restore it. This will reset it. Make sure you back it up though, so once it is restored, you can put all your information back on it.
That is true, I experienced it myself. I had jailbroken my iPod Touch 3G 32GB using Blackra1n, but since that jailbreak was tethered for my iPod it went away when my battery died. I had used Make It Mine to change my cariername and had the WiFi and battery percentage installed. When my jailbreak was gone this was still on the screen working and all. Make sure you change everything back to normal before restoring.
