I have an iPod Touch 2nd G as well as i do not wish to take a risk of jailbreaking it. So i wish to download cinema upon my iPod but regulating a computer, by regulating a iPod itself. Can i do which or do i have to jailbreak it???

No, as long as the movie is mp4 video, you can add it into iTunes library and sync it to your iPod touch.
